The Sunday People has some direct quotes:

“I’ve got two years left and I felt it was a normal time to start talking about a new one. Two years isn’t long in football terms.”
Fine. His cult hero status is mainly deserved, but he has still only played 20 or so games for Fulham. There’s no doubting what he brings to the team – watching the free-kicks against Villa and Blackburn again I remember how crucial he was in turning our season around – but it’s fair for the club to wait on this a while.
One thing waiting does do is make it harder to sell him (if that is the plan). If he had a four year deal you’ll get a good price; with a year left (after this season) you’ll get less. So the prudent thing might be to sign him to an extension and explore from there. My guess is that Roy won’t sell Bullard unless/until he feels the team can win without him.
